Arsenal was a clone created by the Master at his Evil Factory near Fairfax.
History
As a member of the Evil Eight, Arsenal attacked the Hero Dial-using teens Christopher King and Victoria Grant. Upon his defeat, and his exposure as a cloned life form, Arsenal and the other clone-slaves created by the Master were turned over to S.T.A.R. Labs for further study and psychiatric evaluation, in the hopes that they might be rehabilitated and returned to society as useful citizens.
