Cluemaster was a costumed criminal that was captured and sent to the flying prison known as the "Hall of Doom".

History

However, Cluemaster intended to be captured, since he was paid by Heatwave to smuggle in the super-powered criminal Eel O'Brian inside his body to help him break out. Cluemaster was killed when O'Brian violently exited his body through Brown's mouth.
