Arthur Hall was a former New York City police captain and mayor.

History
His career with the NYPD and Mayor's office brought him into frequent contact with the New Teen Titans and Adrian Chase, the Vigilante. When the Vigilante became a wanted felon, Captain Hall led the task force charged with bringing him down. Hall got the drop on the Vigilante, but Adrian's instincts took control over him, and he shot Hall.[1] He survived, thanks to Raven's assistance.[2]

Notes
- Although this character was originally introduced during DC's Earth-One era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and should be considered apocryphal.
- Captain Hall was a supporting character in both New Teen Titans (Volume 1) and Vigilante (Volume 1). In both, he generally was portrayed as the voice of reason in contrast with the hot-headed protagonists.
