Barbara Gordon is the daughter of James Gordon.
History
One day she was kidnapped by the Birthday Boy, a hired goon sent by Mayor Oswald Cobblepot to try to stop Gordon and his partner Harvey Bullock from looking at the files from the Wayne's murder, which was taken by Bullock using Gordon's name. Barbara managed to fight off her captor in till Batman and her father arrived. After the capture of Birthday Boy she was brought home by her father.
After the defeat and death of Mayor Cobblepot, Barbara became inspired to draw a female costume similar to Batman's costume.
