Barbara Gordon is James Gordon's daughter and Kara Gordon's adoptive big sister.
History
When she was a teenager, her father rescued and adopted Kara. So that no one found out about Kara's real identity, her father modified Barbara's memories, an action he tortured himself about endlessly.
Barbara became a member of the Gardeners, Lex Luthor's law enforcement agents, trained by Batman himself, even though she was usually in charge of mission control and seldom did field missions.
When Kara runs away and joins Natasha Irons' rebel element, Batman feeds Barbara false evidence to make her believe her sister murdered their father. Barbara wants to get justice for James, but as subduing a riot shortly after she confronts Harley Quinn and demands to know where Kara is hiding and why she killed her father. Harley retorts that spouting crazy stuff is supposed to be her stint: Kara didn't kill anybody. Her father helped her escape the Garden. Harley takes advantage of Barbara's shock to knock her down and run away. Batman picks Barbara up and declares she will not leave the Cave again.
