Basil Williams was the cousin of Joan Williams and son of Abner Williams and committed a series of murders which resulted in his death.

Basil Williams committed a murder when Joan Williams and her best friend Sue were staying in a cabin in the woods. While they were building a snowman Sue found a hat to put on the snowman's head. The hat was put over Joan's head, and when Joan took the hat off, Sue was lying dead in the snow after being shot. After finding Sue's body Joan also found that the snowman had disappeared. Joan was arrested by the police and taken into questioning.

While the Flash attempted to find clues to prove Joan's innocence, Basil ordered his men to steal the hat from the police property room. The Flash quickly dispatched the thugs and secured the hat to run tests on it. He found that the hat had large smudges on, as if they had been made by inhumanly large fingers with no fingerprint lines. The Flash ran back to the police station, but on the way there, discovered from a newspaper stall that four more murders had been committed in a similar fashion.

While visiting Joan, she revealed to the Flash that she had been invited to the reading of her uncle's will. She requested that the Flash go in her place, as she was still in custody at the police station. The Flash found Basil Williams and the lawyer handling the estate, Evans. He quickly came to the conclusion that Basil could not be responsible for the murders due to him being restricted to a wheelchair. However, Flash later found out that Basil was not paralyzed after a bee landed on his leg, causing it to twitch.

During a fight Basil revealed the Animator, a weapon that could animate lifeless objects, and used it to throw the furniture in the room at the Flash. The Flash deduced that Basil was responsible for the murders, as he animated the snowman and used silent bullets to kill his victims, as Basil wanted to inherit the entire estate of his late father and framed the other heirs of the estate for his murders. After the Flash passed out during the fight, Basil ordered his men to lower Flash halfway down a well. The Flash escaped the well by spinning fast enough for the rope to get tangled, and began searching the mansion for Joan, who had been captured.

During the fight with the Flash, Basil lost control of the animator. The animator turned on Basil and caused a large quantity of sacks of potatoes to fall on him and Evans, crushing them to death.[1]
