Batgirl #40 is an issue of the series Batgirl (Volume 1) with a cover date of July, 2003. It was published on May 21, 2003.

Synopsis for "Little Bat"

Oracle angrily calls Batman when she realizes he manipulated her and Batgirl. The cruise ship they were sent on is not a vacation. Vilom Namali is their fellow passenger, a man targeted by the Sakuri Lion terrorist cell. Oracle takes her revenge by telling Batman that Superboy is also onboard, and a romance is developing between Superboy and Batgirl. Batman is not pleased.

Oracle encourages Superboy to flirt with Batgirl. Batgirl learns that the terrorist Black Wind is onboard, who recognizes her out of costume. They share a moment together in the moonlight. Black Wind does not understand how Batgirl can protect a war criminal like Namali. Batgirl insists that she seeks justice. Black Wind seeks vengeance. Black Wind leaves to hunt down Namali. Batgirl follows him by ripping her fancy dress into a ninja mask. The Sakuri Lions gather the passengers in one room at gunpoint and begin recording Black Wind. Black Wind explains that the Sakuri people are peaceful, but they have been oppressed by the Tarakstan government for too long. He accuses Namali of slaughtering an entire village to secure the oil underneath, and announces Namali's execution.

Superboy arrives in costume to stop Black Wind. There is a massive gunfight and Batgirl deals with the terrorists. It's revealed that Namali's bodyguard Ludo is a metahuman, part of the same Soviet research laboratory that produced Black Wind. Superboy realizes that Batgirl is the girl he was flirting with earlier, and notes that he only recognizes her with a mask on. Batgirl and Superboy take on Ludo. Ludo charges through the ship, taking Batgirl and Black Wind into the water with him. Ludo drowns. Batgirl is able to secure Black Wind until Superboy arrives.

The ship docks, and Oracle insists that they take a real vacation next. Batgirl refuses, as she simply wants to go home. Superboy approaches Batgirl and gives her his number, asking if she can call him in Smallville. Superboy feels flustered talking to the dark mysterious Batgirl, and she simply kisses him.
