Synopsis for "Cold Snap, Part One"

At night, Batgirl stops a trio of crooks from running a family out of town, as noticing the weather is unusually cold. The next day she's asking her friend Qadir about his newest, top secret job when it starts snowing. Quadir is summoned to the lab in case the weather makes something go wrong, and Barbara wonders about the strangely cold weather.

For the next day, whole Burnside is snowed in, and Penguin offers to help out. Batgirl is feeling extremely suspicious and pays a visit to the American Weather Administration's Burnside's offices to find out why they didn't predict the blizzard. Batgirl discovers their computers were hacked, and she finds a clue leading to Red Spur, an enviromental saboteur she tracked down to National City. He wasn't seen since she and Supergirl scared him away, but maybe it's time to pay him another visit.

Nonetheless, Batgirl finds Red Spur and his cronies haven't done anything. Right afterwards, she has a text from Quadir telling he's hiding in a supply closet because someone is robbing his workplace -a secret Government lab-.

Suddenly it dawns on Batgirl someone sabotaged the A.W.A. to paralyze Burnside and rob the lab while planting a false lead to get her out of the town. Batgirl races to the lab.
