The Batgirls is the partnership between Cassandra Cain and Stephanie Brown. The pair decided to take the mantle of Batgirl when Barbara Gordon briefly retired. They wanted to return hope to Gotham City following Mayor Nakano's outlawing of vigilantes. After Seer framed them for destroying the Gotham Clock Tower, they decided to lay low in The Hill, adopting the neighborhood as their home.
