Batman: Arkham Unhinged #1 is an issue of the series Batman: Arkham Unhinged (Volume 1) with a cover date of June, 2012.
Synopsis for "Inside Job"
A reporter in a news broadcast states that Quincy Sharp, the former warden of Arkham Asylum and the current mayor of Gotham City, has shocked the city with the closing of Arkham Asylum and the construction of Arkham CIty in Old Gotham. Sharp also informs the public that Arkham Asylum has outlived its usefulness and Arkham City will house the inmates of both Arkham Asylum and Blackgate.
Meanwhile, Selina Kyle walks into her apartment and removes her dress and dons her Catwoman costume. The reporter continues by saying Sharp is also transferring control of Arkham City to Professor Hugo Strange. The reporter now interviews Strange, and Strange states that he has captured all the criminals except Two-Face and Catwoman, and says that he will capture Batman too.
Catwoman's phone rings and Two-Face says that one of them has to go down and that he flipped a coin and tells her that they both knew that it wasn't him who was going to go to Arkham City. Two-Face then hangs up. As Catwoman tries to understand this, TYGER guards bust in her apartment. Catwoman takes them all down and escapes to the nearby rooftop via jumping out the window. A TYGER guard reports Strange that Catwoman has escaped but they found her safe. Catwoman uses her "Thief Vision" to see what the guards were doing in her apartment. She gets angry when they loot her safe and gets ready to attack the guards when a shadowy gloved hand puts a towel to her mouth. She struggles for a bit then passes out.
Commissioner Gordon waits on the roof of the GCPD building when Batman appears and informs him that Strange is sending TYGER guards from Arkham City to apprehend criminals. Gordon tells him that the police can only hand Strange criminals and nothing else. Gordon warns Batman to look out for himself as Strange really wants him. Batman tells that he will remember this and disappears. He glides into the Batmobile with Catwoman sleeping beside him. She wakes up and keeps Batman busy by talking while she picks her handcuffs. She then presses the eject button while Batman chases her.
Catwoman angrily tells Batman to stay out of her way as she jumps on a truck and flees. Batman then tells Alfred that Catwoman got away from him and is probably on her way to Arkham Asylum to get the Confiscated Goods Vault plans (the place where Strange keeps the loot he confiscates from criminals in Arkham City). Two-Face is already inside Arkham Mansion looking for the plans, killing everyone in sight. Strange then orders the TYGER guards to breach the door and kill the criminals -- except Two-Face, as he wants to interrogate him.
Two-Face finds the secret room where Sharp kept the plans of Arkham City. He photographs the plans and lights a fireplace. Catwoman pounces on the plans as Two-Face burns them. Batman enters the Mansion and knocks a few guards out. Two-Face readies to execute Catwoman when Batman disarms him. Catwoman runs after Two-Face and takes his camera while Batman grabs her and grapples to the ceiling. Catwoman opens the camera to reveal her prize only to find out that the memory card is missing. Two-Face shows her the memory card and swallows it. Catwoman angrily jumps at him and the TYGER guards arrest her and Two-Face. Batman escapes the Mansion and Strange quotes "Arkham City is waiting for you Mister Wayne".
