I commend you on your restraint. But in the end, you couldn't help yourself. One of your many disorders. It's fascinating that one heroic action will also be your undoing.

Gordon is lighting a cigarette when Batman appears behind him,Gordon asks him if he got something to use against Sharp and Strange in the Mayor's office. Batman tells him that all records of them have been wiped clean. Batman then tells Gordon that Strange was a psychiatric consultant but his involvement was after the closing hours. He experimented on patients,learned new behavior control methods from the inmates (eg : Mad Hatter). He then disappeared for four years before resurfacing in Sharp's conference announcing Strange as the operations manager of Arkham City. Batman recalls grappling onto his Batwing with TYGER guards shooting at him with assault rifles and rocket launchers. He then crashes, ditches his cape at sea and emerges later. Gordon then tells Batman that he would be Strange's greatest experiment to be and says that Jack Ryder and Vicki Vale are probably going to dig some dirt on Strange and tell the public. Batman replies as a "no" considering they were attacked by Strange tonight.
Batman also recalls being attacked by TYGER guards on the rooftops. He takes some of them down before retreating to a run-down electronics store. A television switches on and Strange tells Batman that he was an interesting subject to watch and they both knew who Batman is. Strange alerts his guards on Batman's location,while Batman escapes leaving his signature lined by explosive gel on a few televisions. Batman runs to the rooftops with TYGER guards waiting for him. He deploys a smoke pellet and grapples onto Vicki Vale's helicopter. Strange orders the guards to shoot the helicopter with extreme prejudice. They kill the pilot and the helicopter explodes. Batman grabs Vicki Vale before jumping off the helicopter. He also calls the ambulances to their location. Vicki Vale tells him that the guards won't get away after killing their pilot. Batman tells her that the footage was lost in the explosion and the mayor's office would protect the guards of the accusation. He further asks her whether it would be worth it to report these allegations to risk further attack or incriminate the mayor using the news station that was against him from the start. Batman then grapples away. Gordon tells Batman that since the beginning of Arkham City crime rate has gone up on both sides of the wall and throws his cigarette down into the alley where TYGER guards are ready to attack Batman.
Gordon lights a new cigarette and asks Batman how this got out of control and recalls his meeting with the City Council to discuss this again or to push the opening of Arkham City to next year but was rejected. He tried to get a court order to block the construction of Arkham City but failed. He also couldn't schedule a meeting with the mayor to talk him down as he was blocked by staff at every move. He was demoted to a desk job for fighting the mayor. TYGER guards rush to the rooftop only to find Gordon there. Gordon then goes to his apartment and rests. Batman taps the TYGER guards' radio frequency and threatens Strange. Meanwhile, Robin thanks Oracle for hacking into their frequency. Oracle tells him that after she hacked their frequency it allowed the guards to track them when they wanted to. Nightwing asks her if she had any luck in tracking Strange. Oracle tells him that Strange is located in Wonder Tower and they need an encryption key from the guards to listen into their communications. Batman then beats up a few guards and takes an encryption key.
