Synopsis for "City of Light"
Batman jumps down upon a fire escape to interrupt a drug deal, and when the fire escape collapses beneath his weight and that of the two other men, a young boy is crushed and falls into a coma. Afterwards, Batman stops patroling and freezes out the other vigilantes in Gotham for a month, and Batgirl fills his role.
Evan Slate proposes covering "Neo Gotham" in phosphorescent material using his own DNA, which would make the city a living organism that could protect itself. Bruce Wayne, who is on the committee, attends an art show at the Gotham Historical Museum where he purchases a piece by Submergist artist Rahn. Slate tries to outbid him, but he is told to save his money for Rahn's upcoming painting of Batman.
Cassandra Cain stops by a cafe where the barista, Javier, asks her out. Soon after a homeless man sees a man dressed in glowing white install a strange device, there is an explosion near where the Submergists are celebrating their successful show. Cassandra rushes away without answering, and she stops a crime as Batman freezes on a rooftop, unable to respond to the crisis.
