Batman: Gotham Knights (Volume 1) with a cover date of July, 2001.
Synopsis for "Matatoa: Part 2"
Nightwing tells Batman about his relationship with Oracle and becomes angry when he thinks Batman isn't happy for them. They head to Arkham Asylum for a sample of Matatoa's blood, but before they get there, Oracle informs that Matatoa has escaped and killed his doctor and two guards. Batman tells her that Nightwing told him about their relationship, and Oracle confronts Nightwing for acting without telling her and wonders if it would've made a difference if Batman hadn't approved.
Batman and Nightwing track Matatoa down to a construction site. Matatoa suggests that Batman might want Matatoa to devour his soul and serve as the immortal protector of Gotham, but Batman counters with an offer of psychiatric help. Matatoa slips off a beam, and when Batman tries to help him up, he draws a knife on him. He falls into the water below, and though Oracle gives an anonymous tip to drag the water, his body isn't found. A normal human couldn't survive the fall, but Matatoa isn't a normal person.
Nightwing wonder if Matatoa's offer tempted Batman, but Batman says the only definition of "forever" that has meaning is a father passing down his skills to his son. He hands Nightwing an adoption petition and offers to make their relationship official, and Nightwing signs, making Dick Grayson the legal son and heir of Bruce Wayne.
