Synopsis for "Storm"
Batman foils a series of assassination attempts on a visiting foreign official, whose government has committed multiple crimes against humanity. Davis, the CIA agent guarding the official, gets angry with Captain Gordon for the interference of a vigilante, but Gordon is unapologetic considering the danger caused by the official publicly touring the city.
Batman learns that the assassins bought ammo from a local gun-dealer and that the CIA already knew this. The terrorists, meanwhile, have taken Gotham General Hospital hostage while the official toured the building. Gordon goes to meet Batman.
Batman tells Gordon that the official is really a CIA agent in disguise. The whole visit was a ploy to lure the terrorists out of hiding, and the CIA is willing to risk the lives of everyone inside the hospital to take them out. The commissioner ordered Gordon to obey Davis, who refuses to act before the terrorists' midnight deadline, but Batman isn't beholden to him.
Batman infiltrates the hospital and takes out the terrorists one by one. When the midnight deadline passes, Gordon defies Davis's orders and leads several officers inside. Davis follows and angrily confronts Gordon for defying him, but is shot by one of the remaining terrorists. A doctor begins work on Davis, declaring him "one of the good ones," but Batman thinks that is still to be determined.
