Batman: Legends of the Dark Knight (Volume 1) with a cover date of April, 1995.
Synopsis for "Criminals, Part Two"
Vince and his group of prisoners search the prison for "Stone," not knowing he was an assumed identity and now Batman hunts them. He realizes that the prisoner Lujack is running a ring of hired killers, all of whom are Death Row inmates, with the prison staff. He dresses up as one of the guards in order to move among them, but his cover is quickly blown.
Vince releases the prisoners and orders them to riot. Vince continues to search for "Stone," whom he now believes is an undercover cop, and finds him surrounded by the half dozen prisoners he knocked out. Batman retreats to Death Row. He releases one of his smoke pellets, which the prisoners believe is poisonous gas. They run away.
He changes back into his Batman costume and demands to know where Lujack is. Lujack is outside GCPD Headquarters where he shoots at Gordon, missing, before he returns to the prison in the trunk of Warden Chesler's car. He takes Chesler hostage, but that doesn't stop Batman from knocking out the criminals.
His cellmate gives Crown a gun and tells him he has one chance to make friends, but rather than shoot Batman, he aims at Vince. Batman talks him down, only for Crown to shoot Chesler who was coming up behind him. Chesler was the ringleader all along. Batman disappears, and Gordon arrives to arrest Lujack and Chesler.
