At a board meeting, companies doing business with Wayne Industries, tell Bruce Wayne their companies have no choice but to pull out of Gotham City after the Earthquake that destroyed much of Gotham City. Meanwhile, a criminal named Narcosis is wandering through the city, randomly putting people into a state of bliss. James Gordon tell Batman about this. In the meantime, the Mad Hatter is considering joining Narcosis.
