Batman: Streets of Gotham #2 is an issue of the series Batman: Streets of Gotham (Volume 1) with a cover date of September, 2009.
Synopsis for "City on Fire"
Alfred is monitoring the situation in the bunker when he sees Thomas Elliot burst into flames in his cell. He informs Batman, who believes Elliot could have been infected when he was out posing as Bruce Wayne; however, when Alfred goes inside his cell to help, he realizes Elliot wetted his shirt to protect himself when he set his clothes on fire. He seizes Alfred's communicator and locks him in the cell while he escapes, promising to return.
Abuse fights off a group of looters who are taking advantage of the crisis. Batman and Robin ask who he is, and Abuse is hurt Batman doesn't remember him. He leaves to continue helping as Batman realizes he must have known Bruce. Batman and Robin assist Katy, who remembers when Firefly tagged her and gives them information leading to his hideout at Club Vesuvius.
Black Mask has tracked down Firefly to Club Vesuvius and confronts him about his betrayal. He tries to use the chip he injected into Firefly to kill him, but Firefly has disabled it and sets off an explosive that takes out Black Mask's henchmen. He aims his gun at Black Mask, but the Batmobile crashes through the wall before he can shoot. Batman chases Firefly and orders Robin to get Black Mask, but while Robin is lording over the injured supervillain, he is struck from behind by Zsasz, who helps Black Mask escape in thanks for previously freeing him. Batman, meanwhile, uses his grappling gun to disable Firefly's jetpack and sends him crashing to the ground. He is recovered by fire fighters.
Damian is embarrassed that Zsasz got the better of him, and Alfred feels equally guilty that he let Hush escape. Dick puts out an alert regarding Hush to the Network, but Hush has already resurfaced. He is giving a press conference in the guise of Bruce Wayne, and as Dick, Damian, and Alfred join him, he announces a donation one billion dollars for the city's recovery and another billion dollars each month until the crisis passes. Damian declares, “We're screwed.”

Synopsis for Who the Hell is "Jane Doe"?!
Manhunter questions a man by holding him by the throat over the edge of a roof while speaking with her grandfather, Iron Munro; however, neither man is able to tell her anything about Jane Doe. Iron Munroe hangs up on her, and she tosses the now unconscious criminal to the rooftop. She returns to Kate Spencer's office where an intern suggests she simply ask Jeremiah Arkham for the information she needs.
Kate goes to Arkham Asylum, which is still under construction. Dr. Arkham gives her Jane Doe's file, and she reads it before leaving. Distracted by listening to her voicemails, Kate doesn't realize Jane Doe is in the backseat of her car until she has a knife to her throat.
