Gotham has changed for us, and for the better. I have made it so. The so-called criminal is no longer relegated to the shadows. He walks openly in daylight and takes what he wants. The innocent cower behind locks that won't save them. Former enemies are allowed to exist, provided they serve us. A fine arrangement, don't you agree?

Synopsis for "Hush Money"

“Bruce Wayne” is spending large sums of money on charitable causes and unprofitable investments as part of Hush's scheme to financially ruin Batman and Robin. Robin attempts to drop Hush to his death, but Batman saves him and allows him to continue because Gothamites need a public figure they can trust and right now that's Bruce Wayne; however, all future expenditures must be approved by a special committee of Wayne Enterprises executives.

Victor Zsasz arrives at the Iceberg Lounge, which Black Mask allowed the Penguin to keep after he gained control of Gotham's underworld on the condition that he play host to Black Mask and his thugs, and the Penguin escorts him to Black Mask's table. In thanks for helping him against Batman and Firefly, Black Mask promises to help Zsasz hurt as many people as he wants, even to make them hurt themselves.

Hush returns to the Elliot Estate, which he purchased with his purloined funds, to find Dick Grayson, Damian Wayne, and an entire crowd of superheroes waiting for him. They will be the special committee keeping an eye on him from now on.
