Synopsis for "Dizzonner the Penguin"

At the annual luncheon of the Gotham City Charity Fund, a policeman witnesses the Penguin rescuing a blind man from a mugger. Commissioner Gordon is telephoned that he also saved a baby from getting hit by a truck and donated $100,000 to the fund. Agreeing that something is amiss, Gordon and Chief O'Hara call Batman on the bat phone just as Bruce, Dick and Alfred are rehearsing for Macbeth.

At GCPD headquarters, Batman and Robin implicate that Penguin is running for the position of mayor, since the Gotham City Charter allows convicted felons to run for office. Their fears are confirmed when Mayor Linseed reveals that his position as mayor is on the line. To further confirm things are Gallup’s Roeper and Trendik, three men who have great expertise in the political field. According to their poll, Penguin is at 60%, with Linseed only at 30%. Seven percent are undecided, and 2% are for Harry Goldwinner, a monarchist candidate with no mention of the remaining 1%.

At Penguin's campaign headquarters, Penguin already has a sizable amount of voters, including Paul Revere and the Raiders, three girls in straw hats and three old women in out of date clothing. Upon learning from Gallus, Rooper and Trendik that Batman has decided to do compete against him, Penguin announces to his campaign team to double to posters and add “lots of hoopla”, but no politics because issues confuse people. Batman, meanwhile, has decided to do a sober campaign in the polar opposite, believing that the American electorate is too mature to be taken in by “cheap vaudeville trickery”. In fact, he knows very well that if leaders were elected based on such items like bands and girls, they would not lead their countries responsibly. Aunt Harriet shows up to give the Dynamic Duo a generous donation
