As Bruce Wayne, Batman plants the bug, but it's detected, and Bruce is captured. Fortunately, Penguin assumes he is a rival umbrella maker. But he decides to put him in the furnace and kill him.

Shortly before nine o'clock, several men pull up outside Gotham City's House of Ali Baba (a jewelry emporium), which is having it's grand opening, and start giving away umbrellas with the promise of a prize draw. But at nine sharp, the umbrellas open and shoot sparks and smoke into the air, causing chaos. When the police examine the umbrellas, Chief O'Hara identifies the Penguin's work. Commissioner Gordon says that Penguin had been released from jail three days ago, and asks for volunteers to solve to case. They hurry down to the Police Headquarters and Batman asks to see Penguin's prison warden before assuming the incident was more than a practical joke. Warden Crichton brings a tape of Penguin's last few days in prison. Penguin can be seen lamenting the fact that he was unable to come up with a scheme to eliminate Batman and Robin. His cellmate mentions that it would be nice if Batman was a criminal, but they spot the camera before they divulge their plot. Batman calls for the records of all umbrella factories opened in the last three days. They find one opened by "K. G. Bird" and investigate. Penguin reveals his plan to his henchmen: he will release a wave of umbrella-chaos, and let Batman turn the clues into a crime he will then commit. On route to the umbrella factory, the Dynamic Duo are told of another incident of umbrellas being given out.
