Synopsis for "Turning the Town Red, Part Two of Two"
Nicodemus announces his intention to destroy Gotham. Commissioner Akins and Mayor Dickerson give a press conference, during which Dickerson celebrates the survival of Nicodemus's intended sixth victim Councilman Thomas Hart. Hart goes on a publicity tour while the city worries about when Nicodemus will strike next.
Batman wonders why Nicodemus would kill five people and then announce his intentions when it would make more sense to do it the other way around, and he looks into Hart's official backstory as a foster child who pulled himself up by his bootstraps to find a connection between all the victims. In Hart's child welfare file, he finds evidence that connects the five previous victims to the murder of Hart's parents.
Nicodemus attacks a benefit for Hart and apparently kills Hart by lighting him on fire before kidnapping Mayor Dickerson. A mile away, Batman is questioning the EMT who treated Hart after his kidnapping and confirms his theory that Hart is Nicodemus.
Nicodemus ties the mayor to the front of a subway car and sends him towards City Hall. Batman saves the mayor, and he goes to Hart's house where he compares notes with Commissioner Akins, who now knows that the burned body isn't Hart's. Detective Montoya finds a secret room in the cellar where Hart kept press clippings about Gotham's corruption, its destruction in the Quake, and its supervillains as well as a letter for Batman praising him for his work but promising to come back to destroy the city.
