In a dark room, Scarecrow continues to torment Bruce Wayne who remains trapped.
Some time ago, news report on the message left in Mayor Nakano's mansion. Batman breaks into the mansion to investigate, but was interrupted by Commissioner Renee Montoya and the GCPD, forcing him to make a hasty retreat. Meanwhile in Electric Town, Harley Quinn is struggling as a vigilante as she impulsively attacked a police officer after he pointed a gun at her, but was saved by Ghost-Maker. Unknown to her, an unknown woman watches her.
In the Clock Tower, Batman converses with Oracle about the Unsanity Collective. After determining that they know very little about them, Batman decides to go undercover and join the gang. Meanwhile, Scarecrow meets Samuel Saint when he's alone.
In the Narrows, Bruce Wayne dons his Matches Malone persona and offers to join the Unsanity Collective.
