Hey. Hey! If nine cats are on a boat and one jumps off, how many cats are left? You think it's eight but it's not. It's none. Because they're copycats. But is it that a joke or a riddle? Right? But I mean, is there a difference? Jokes and riddles, they're all...or is it just...is it just...is everything...I was thinking. About the wind. You ever think about the wind?

Synopsis for "The Ballad of Kite Man, Part One"
This issues is a The War of Jokes & Riddles interlude that details the origin of Kite Man.
Charles Brown sits in a bar, reminiscing about his studies on wind, when Batman suddenly appears behind him as the bar closes. Batman dangles Charles over the edge of a building, demanding he find a way to contact the Joker. Charles reaches out to Deadshot for the Joker’s contact, but with the number untraceable, Batman pressures him to set up a meeting instead.
Before the meeting, Charles and his son are flying a kite. When asked if he enjoys it, his son enthusiastically replies, “Hell yeah.” Later, as Charles leaves a diner, Clayface grabs him and takes him to the Riddler, who threatens his family if Charles doesn’t disclose the upcoming meeting with the Joker.
The meeting turns into chaos as the Riddler and Batman intervene, but the Joker escapes, dragging Charles with him. Charles admits to the Joker that Batman forced him to arrange the meeting and that the Riddler found out. The Joker responds by strapping a suicide vest on Charles and sending him back to Batman—though it doesn’t explode.
At home, Charles drinks alone until he receives a call from the Riddler, delivering a riddle hinting at the kite Charles’s son flew. The kite string had been poisoned, and his son is now in the hospital. Batman promises Charles he will bring justice for what Riddler has done.
In his basement, Charles designs a kite and dons a costume. He confronts the Joker at his hideout, introducing himself as "Kite Man." When the Joker questions the name, Charles simply replies, “Hell yeah.”
