Synopsis for "The Streets Run Red, Part One: Ins and Outs"
Batman recalls a conversation he had with Nightwing about Jason Todd soon after he became Robin; now, Jason is imprisoned in Arkham Asylum. Jason compares their experiences returning from the dead, but Bruce isn't interested in catching up: He wants Jason to withdraw his request to be transferred to Gotham City Corrections. Jason refuses, citing the fact that he has passed his psych exams multiple times.
Dick worries what will happen to Jason when he's not in protective custody, but Bruce is more concerned about what Jason has planned. Dick's worries seem to prove true when Jason is confronted in the shower by Beaver Littleman, the brother of a man he killed; however, Littleman is later found hanging in his cell in a presumed suicide. Another man attacks Jason with a knife in the prison yard when he is reading, but Jason trips him, dodges, and sends him falling into another inmate, who is stabbed instead and killed. The attacker is hauled off by a guard. Multiple inmates are found dead as rumor spreads through the prison that there is a price on Jason's head.
Batman and Robin catch Little Doubt, a gang who has moved into Gotham now that Beaver Littleman is dead and the Collingwood Gang is disbanded. Batman calls the warden to ask why he wasn't informed about Littleman's death, and the warden says he didn't think the Red Hood was behind the nine suicides and six murders of high-ranking prisoners at first. Now, however, eighty-two prisoners have been poisoned at mealtime, and he is sending Red Hood back to Arkham Asylum. En route, Jason's police escort is attacked, and he is freed by the Menagerie.
