Synopsis for "Lesser Gods, Part 1"
A girl and her father are traveling by car, when they get assaulted by a killer, who kills the father. Before dying, the man tells her daughter, Sofia, to run. She tries, but the killer takes her, telling her she does not even know who she really is. He then throws her into a fuel tank, but the girl leaves, unscathed.
Meanwhile, The Signal and Orphan are awaiting for an order from Black Lightning, trying to bring down Saint John, a criminal fixated on church massacres. Duke wants to go without awaiting, while Cassie knows this is not good strategy and tries to restrain him. Duke still does what he wants, and this makes the intervention of Black Lightning and Katana necessary. The criminal is defeated, but Black Lightning is furious with Duke.
Getting back to Gotham, Jefferson encounters Bruce in one of his penthouses, and talks with him about the problems with the team: Duke hasn't recovered from his injuries after his encounter with Karma, Cassie is still afraid of herself and Katana will kill someone soon enough. Jefferson wants to know why Bruce chose him and what is the real reason that brought the team to live. Bruce tells him that Cassie and Duke need more of what he could give them, and that Jefferson is the right person to provide what they need. He wants Jefferson to really believe the team is his, and should be made after his ideas, his values.
Black Lightning is still not convinced, and goes to Tatsu to ask for counsel, as he wants her to treat him as a partner, on the same level, and not as a leader. She tells him that Duke is afraid of being hurt again, and fuels himself only with rage, and that Cassandra is regressing because she still believes she has no hope of being good. Then, he tells Jefferson that they must see him committed to be with them, even if they fail, or the team will never work.
Batman then calls them, giving them their first mission: retrieve Sofia Ramos. He explains them he stopped a cooperative of billionaires, The Ark, who were kidnapping from the poor and experimenting on them, creating a personal army of lab-made metahumans. They tried to terminate the subjects of all their experiments, but Batman was able to save the Ramos family. The mother, Ana, died because of the experiments while the father, Gabriel, was just killed. Sofia is scared and alone: Batman wants the Outsiders to help them feel different.
Jefferson comments the name Batman gave them, and thinks they should be called Outcasts instead. He tells the team he would understand if they don't want to go, acting in the shadow of the Bat, but Katana challenges him, as a partner, telling him that they can help a young girl and they should: the first mission of the Outsiders begins. Meanwhile, Sofia encounters Kaliber, a man from the future here to help her, as she's the key for the rebirth of humanity in his future. He tells her the name of the man who killed her father, Ishmael, and also the one who controls him, the most dangerous man she'll ever know, Ra's al Ghul.
