Belphegor is a French member of the Global Guardians.

Early in her career, Belphegor worked with Doctor Mist and Andre Chavard to save a hero from a parallel Earth by enlisting the unwitting help of the Brotherhood of Evil.

Belphegor became the director of the Dome and oversaw trouble spots around the world, and dispatched Global Guardians to handle threats that lay near their home countries. She sent Fleur-de-lis to shut down Cornelius/Krieg's Research Center No.5 as a lesson for kidnapping prominent chemist Jeremiah Duncan.[1] Upon Fleur-de-lis's return, Belphegor debriefed her. She spoke to Doctor Mist, expressing that she believed Klaus Cornelius, head of Cornelius/Krieg, had something to do with their loss of funding. Mist told her to trust in their contingency plan.[2] When the Global Guardians lost their funding from the United Nations to the Justice League International, Belphegor oversaw the closing of the Dome after it could no longer afford to remain open. She lunches with Jeremiah Duncan in Paris, and explains that she can no longer protect him, as the Global Guardians have been shut down.[3]
