Formerly a college professor, Ben Lockwood became obsessed with aliens after his father's steel plant was shut down due to competition from an alien-owned Nth Metal plant next door. Ben reacted to this hardship by loudly ranting about aliens in his lectures and harassing his alien pupils, and was subsequently fired from his job.

With no job to worry about, Ben stepped up his campaign against aliens, committing acts of vandalism and assault against aliens and alien-run businesses. This brought him to the attention of Mercy Graves and her brother Otis, who gave him a costume so that he could become Agent Liberty, the public face of their anti-alien campaign.
