Bertram Biggs, Jr. (New Earth)

Binky's first appearance in 1948 makes him an Earth-Two character. This Golden Age Binky lasted until Leave It to Binky #60 in 1958.
The Silver Age Earth-One Binky first appeared nine years later in Showcase #70 (1967). He is essentially the same character, but with a new character design and art style.
The New Earth Binky appeared only once, in Animal Man #23 (1990). Unlike the earlier versions who were contemporary, the post-Crisis Binky is a historical character, performing his teenage hijinks in the late 1960s.

Trivia

Binky was the first DC character to get his own comic book without appearing in an anthology comic first.
