Big Sir

Dufus P. Ratchet is a mentally-disabled criminal under the alias "Big Sir". He was given technological armor by the Rogues that allowed him to fly and came equipped with an energy mace. Big Sir was created by Cary Bates and Carmine Infantino, first appearing in The Flash #338. (1984)
