Big Tony Delfini is a tenant and friend of Harley Quinn when she returned to Coney Island. He is a little person who works in the freakshow that's also in the building, and is dating his coworker Queenie.
His name is a joking reference to his stature, not a reference to his position in New York City's underworld. There are two New York mobsters named Tony: Scarapelli and Angelo, though neither was known as "Big Tony". Tony Angelo's father was Fat Tony.
Big Tony was created by Amanda Conner, Jimmy Palmiotti and Chad Hardin, first appearing in Harley Quinn (Volume 2) #1 (2014).
