Billie was Alan Ladd-Scott's friend and cellmate at Arkham Asylum.
History
Billie was involuntarily committed to Arkham's "Deviancy Wing" by her family as transgender people were considered mentally ill in the 1930's. She acted as something of a mentor to Alan, telling him frankly that conversion therapy would not work and he could not stop being homosexual. Billie carved a train lantern as a gift for Alan from a mysterious chunk of green metal in the Asylum's metal shop. Although neither of them realised it, the lantern would eventually become the source of his powers as the Green Lantern.[1]
Billie was lobotomised to "cure" her. Horrified at this, Alan lead a mass breakout of the queer inmates at Arkham and escaped to Colorado.
Billie later somehow recovered from the lobotomy and managed to escape her family. She supported herself by working as a "drag queen", performing in underground gay bars in New York City.[2]

Notes
- Billie is an adaptation of Billings. The original character was created by Bill Finger and Martin Nodell, first appearing in All-American Comics #16. However, in the Prime Earth continuity, Billie first appeared as part of the New 52 DC Universe in Doomsday Clock #7 by Geoff Johns and Gary Frank.
