Billy was able to fool the populace of Earth into believing he was Superman.

History

He wore a helmet to conceal his identity as Shazam and changes Superman's original costume slightly. However, during a fight with Rampage, he was forced to reveal his secret and called down the magic lightning, knocking Rampage out and destroying his costume in the process.
