The Black Cougar was a criminal who operated around Merriville; he was also Elias Bramm, prison warden.

Secret tunnels in the prison allowed him to come and go unseen as the Black Cougar. He caught the attention of Tomahawk and Dan Hunter when he tried to supply guns to an Indian chief. The pair caught him and placed him in a cell in Merriville prison. Black Cougar was able to escape his prison cell after he donned his Bramm identity by applying hair dye and a fake mustache. He told the guard that Black Cougar had escaped and imprisoned him.[1] Black Cougar returned to his criminal ways by robbing wagon trains though an encounter with Tomahawk revealed his dual identity. When Tomahawk was later captured by the Black Cougar, he was unprepared to be rescued by Elias Bramm. Later, as Tomahawk attempted to capture the Black Cougar, he stumbled upon the real Bramm. Bramm explained that Black Cougar had attacked and left him for dead and had been impersonating him at the prison. Were it not for the aid of a friendly Indian tribe, Bramm would have died. Black Cougar interrupted Bramm's explanation and held the men at gunpoint. A quick-thinking Tomahawk kicked loose some boulders which rolled down towards the villain. Black Cougar snatched one and attempted to crush his foes but the boulder's weight unbalanced him and he tumbled off a cliff to his death.[2]
