Synopsis for "Assassin of the Sea, Part Five"

Devil Ray writes a letter to Black Manta detailing how he has idolised Black Manta since he was a child, and spent his life studying and training to become one of the Manta Men, believing that Black Manta would free black people from oppression. However, as the years went by, he realised that the promised revolution was a lie, and Manta only cared about himself and his personal feud with Aquaman. It is revealed that Devil Ray was the one who found the Orichalcum and delivered Black Manta's sample to him, but kept the majority of it for himself as he believed Manta was not worthy of it.

In Ethiopia, Doctor Mist has cured Manta and Torrid of their condition with his magic. Manta declares the mission over and moves to leave, despite Doctor Mist and Gallous reminding him that hundreds of other Deserter descendants are suffering the same pain he was, and that Doctor Mist cannot cure them all individually one at a time. Black Manta receives Devil Ray's letter and Devil Ray emerges from a portal and attacks.

Manta easily overpowers Devil Ray, but he shoots Gallous in the heart with a "smart trident". It does not kill her, but Devil Ray can kill her with it at any time. In return for Gallous' life, Manta goes with Devil Ray to his headquarters. After they leave, Doctor Mist uses his magic to remove the trident, but Gallous goes into cardiac arrest.

At Devil Ray's hideout, he forces Manta to help him forge the Orichalcum trident. He announces that he will kill the Atlanteans, then raise the city up to the surface and rule it as its new king.
