Black Ops is a name used by several different groups. In the DC Universe, they are a villainous team lead by Hazard that fight Steel. Their membership has included Flatline, Hardsell, Hotspot, Mainline, Quake, Shellgame, Shellshock, and Split. There is also a team called Black Ops in the Wildstorm Universe. They began as special operatives working for I.O., but later became involved with Department PSI.
