Bliss is a name used by several characters in the DC Universe.
Nicole Callahan is a member and sometimes leader of the superhero group DV8, who is capable of manipulating others' emotions. Mister Bliss was a Starman villain and an incubus who owned a freak show circus in Opal City, and fed off the energy of his prisoners.
Nicole Callahan was created by Jim Lee, Brandon Choi, and J. Scott Campbell, first appearing in Gen 13 #1 (1994). Mister Bliss was created by James Robinson and Tony Harris, first appearing in Starman (Volume 2) #7 (1995).
