Blue Beetle (Volume 6) with a cover date of April, 1987.
Synopsis for "Havok is the Hybrid"
Blue Beetle's Bug carried a car around in the sky and urged its passengers to surrender after they robbed a jewelry store. The passengers finally surrendered after being briefly drowned in Lake Michigan and Blue Beetle dropped them off at the Chicago Metropolitan Police Headquarters where Fisher saw them and declared that he was going to nail Blue Beetle's butt to a wall. When he returned to Kord Industries as Ted, he saw Angie cleaning out her desk and attempting to quit although he insisted that she stay. When Ted walked into Melody's office, he found her asking Fisher about the whereabouts of the teenage girl. Before Fisher left, he still accused Ted of being responsible for Dan Garrett's death. When Melody claimed that Ted seemed so strange and distant and that she was losing him, Ted hoped that he would not have to choose between her and his life as Blue Beetle before going to the lab where Curt was covered in molten promethium. Ted was rushing with Curt to the hospital when armed men stopped them and took away the ambulance.
He realized that it was the second dying person who had been kidnapped recently and decided to learn as the Blue Beetle. Meanwhile, at Dayton Industries' headquarters, Mento was informed that the subject was on its way and tasked his promethium-infused metahumans with humiliating his stepson and the New Titans.
Blue Beetle followed and intercepted the ambulance before Mento sent the metahumans to confront him. The Bug crashed and the metahumans were about to take the ambulance away before the New Teen Titans appeared. Mento watched as the New Teen Titans fell into his trap.
