The man known only as Bob Moss was an Atlantean sleeper agent on the surface.

During Arthur Curry's first reign as King of Atlantis, an Atlantean general named Mako placed sleeper agents on the surface to retaliate in the case of an attack against Atlantis. When Arthur found out about this plan he ordered it shut down, but many sleepers remained on the surface.[1] At some point Arthur's brother the Ocean Master also learned about the sleepers.

"Bob Moss" was one of the sleepers. He was modified to allow him to survive indefinitely on the surface, had control circuitry implanted in his brain and was given false memories. He spent years living on the surface as a seemingly normal man, unaware of his true identity. At some point he married a woman named Debra.[2][3]

When Arthur died and returned to life he initially lost his memories about the sleepers. When they eventually returned he began secretly tracking the sleepers down and neutralising them, even enlisting his mortal enemy Black Manta to help.[1] However, before he could find them all Orm's ally Scavenger activated the remaining sleepers. Bob was randomly selected by the activation program to be the first sleeper to awake, making him the controller of the others.[4]

His brain implant took control of his higher brain functions and compelled him to build and detonate a bomb in his basement, destroying his home and killing Debra.[2] He left symbols from an ancient Atlantean language carved into the ground stating "Atlantis remembers" and the date of an oil spill that killed seven Atlanteans.[3] Bob headed to Metropolis and summoned a number of sleepers to join him for a major attack. He also activated all the other sleepers around the world and sent them to attack key targets.[4]

The Aquaman Family were able to determine that Bob was the controller and track him down. Tempest and the Titans went to intercept him in Metropolis but before they could stop him the other sleepers launched kamikaze attacks in the city and caused mass destruction. Jackson Hyde and Mera were able to send out a signal that deactivated all the other sleepers, but Bob was unaffacted and escaped.

He infiltrated Atlantis and snuck into the council chamber where he told the Atlantean Council that they, not the people of Atlantis, were the ones who had forgotten the surface's crimes against them. He detonated a suicide bomb, killing them all and destroying the council building.[5]

Powers

  • Unique Physiology: Bob is an Atlantean biologically modified to be half-human.[3]
    • Amphibian: Bob is able to breathe underwater[5] and, unlike typical Atlanteans who (when untrained) have difficulty breathing air, he can also survive on land indefinitely like Aquaman.[3]
    • Superhuman Durability: Bob survived a point-blank explosion unscathed.[4]

  • Brain Implant: Bob has an Orichalcum transceiver installed in his brain near the frontal cortex[3] which allows him to communicate with the other sleepers over vast distances.[4]
