Bone Dry is a villain in Central City with the power to absorb moisture from anything by touching it, making him a villain of the Flash.

History

Bone Dry, along with Sand Blaster, freed Papercut from police custody and tried to fill the power vacuum left by the disappearance of the Rogues. However, the team was swiftly defeated by the Flash and were all brought to prison.

When the Rogues were rediscovered and captured, Captain Cold exerted his power as the top dog within the prison by having Bone Dry and his team of fake Rogues viciously beaten for opposing him.
