Amassing a small fortune, Booster founds Goldstar, Inc. as a holding company and hires Dirk Davis to act as his agent.

Booster Gold reorganized Goldstar, Inc. into Booster Gold International (B.G.I.) a national umbrella conglomerate owning a wide variety of businesses, mostly technology based. Managed by Mac Garrison, B.G.I. was designed to compete with such international corporations as LexCorp. Subsidaries owned by B.G.I. include U.S. Biotech.[1]

In addition to heading the aggressive corporate growth of his new business, Booster found himself battling corporate espionage courtesy of Cheshire[2], Hawk, Rainbow Raider[3] and the Soviet Union.

Lex Luthor attempted a smear campaign to defame B.G.I.'s company's public image. With Superman's aid, Booster was able to turn the tables on Luthor.[4]

During the Millennium event, Davis reveals that he is a Manhunter in disguise and siphoned money from Booster's accounts in hopes of leaving him no choice but to do the Manhunters' bidding. Although the Manhunters are ultimately defeated, Booster is left bankrupt..[5] When Booster attempted to take off in his private plane, he was informed that his company had sold the craft to LexCorp without his authorization. Booster took the plane regardless, but was shot down by a Lexcorp pursuit jet.[6]
