Boris was a former member of the Blackhawks.
History
During a mission to the island base of Professor Distov, he was left behind and caught in an explosion. The others believed him dead, but he was instead transformed.
Years later, Boris resurfaced in Santa Culpa, where he led a rebellion against the president. He used that rebellion to lure in and capture the Blackhawks. After they confronted him, Boris decided to blow himself up and take the Blackhawks with him, but they survived.
