Boss Smiley is the corrupt CEO of Smiley Enterprises, a company that aims to produce products as quickly and cheaply as possible. From this position, he leads a cabal of tycoons dominating a dystopian United States of America.
History
When Beth Ross began gaining a following in the presidential election over the two corrupt government candidates, the CEOs of the world panicked. Boss Smiley brought them under control by reminding them of their power in the game and their ability to manipulate the situation in their favor.[1]
After Pharmaduke struck a deal with Beth to give his company nine billion dollars to develop a vaccine against the Cat Flu, Boss Smiley chastised him for not demanding from her more than money.[2] Boss Smiley, Pharmaduke, and Señor Corn then proposed to Beth a deal: their corporations give some of their profits to the development of a cure in exchange for a bill that would allow them to patent the DNA of organisms. However, Beth outsmarted them by having Fred Wayne patent the DNA of the CEOs, meaning they would be guilty of patent infringement if the bill were to be passed.[3]
Boss Smiley then enacted his plan to take control of the government's space exploration program by charging Beth's administration thirty-five billion dollars in exchange for taking thirty billion off her budget. Beth seemingly agreed, but when Smiley and his fellow CEOs tested a rocket, it became apparent that she had commanded its pilot, Carl the end-of-life bear, to fly it into the Sun in order to leverage Smiley to back off.[4]

- Boss Smiley was created by Joe Simon and Jerry Grandenetti, first appearing in Prez #1. However, in the Prime Earth continuity, Boss Smiley first appeared as part of the New 52 DC Universe in Prez (Volume 2) #1 by Mark Russell and Ben Caldwell.
Trivia
- Unlike his Earth-72 counterpart, Boss Smiley has a normal human head, with the smiley face simply being a holographic mask. His fellow CEOs wear similar masks of their companies' logos.
