Brian Biggling was a member of the Red Hood Gang, known as Red Hood Twenty-Two

History

Red Hood Twenty-Two was present at the Ace Chemical Processing Plant robbery where Red Hood One seemingly fell to his death during a fight with Batman. He managed to escape arrest and quit the gang after Commissioner McLeod took over, unhappy with the gang's new direction.

Six months later Red Hood One returned, transformed into the Joker. Twenty-Two remained loyal to his old boss and sheltered him, but Joker abandoned him when the Gang came after them. After Joker wiped out the gang himself, he kidnapped Brian and tested the prototype Joker Venom on him.
