Brian Butler was a lawyer and (secretly) a costumed vigilante during the 1940s using the name Mister Scarlet.

History

He was a member of the All-Star Squadron (like almost all American super-heroes during World War II), often operating in the Squadron's Squadron of Justice sub-group (which was made up of heroes from Fawcett City).

Butler cared for (and eventually adopted) a boy named Pinky, who became his costumed sidekick Pinky the Whiz Kid. After Butler retired, Pinky took over the Mister Scarlet identity.
