Bright is a hulking, armored underling of Amanda Waller from Earth 3 with light-based powers.

History

Once a friend to the Oliver Queen of his Earth, Bright was disfigured into his present state. Following the conclusion of the Dark Crisis, Bright was among the forces gathered by Amanda Waller for her proposal of a campaign of incarceration against the superhuman community to the Council of Light. During Insomnia's nightmare invasion of the waking world, Waller tasked Bright with surveilling the actions of Batman, Superman, and Wonder Woman. When Insomnia was defeated, he lost possession of the artifact known as the Nightmare Stone, allowing Bright to recover it, and present it with the Helmet of Hate to the Council on Waller's behalf.

Bright discovered the Oliver Queen of Prime Earth in the process of breaking into Waller's newly-claimed headquarters the Hall of Order. Though Queen was able to impale Bright in the eye, extinguishing his light, Bright beat him into unconsciousness and took him captive to be interrogated by Waller.
