The Owl is an alternate version of Batman, who was inspired to create his vigilante identity by an owl rather than a bat.
History
Bruce Wayne was walking in the forest at night, trying to think of a disguise to strike the fear of wisdom into the hearts of criminals. He thought to himself that he must be a creature of the night, wise and all-knowing; when suddenly an owl flew overhead and he took it as an omen.

- The concept of The Owl as an alternate Batman was recycled by Grant Morrison in The New 52 to create The Owl (Earth 35).
