The Master of Evil created a cult for criminals.

Buggins was a failed stage magician who started a cult, based in an ancient ruined walled city called Chorazin, to get rich. Styling himself the "Master of Evil," he attracted hundreds of deluded low-level criminals to make the "Black Pilgrimage" to his secluded citadel, but was publicly exposed as a fraud by the Blackhawks, who turned his fanatical followers against him.
