Bumpy John was an enemy of Quicksilver who worked with Count Kordo to collect millions of dollars for a fake refugee relief.
History
Quicksilver first met Bumpy John on Pegger Street when he intentionally fell over and hit his head in an effort to get money from sympathetic strangers. The hero was going to help Bumpy John when Quicksilver's old friend, One-Eyed Pete, informed Quicksilver of Bumpy John's racket. He also told Quicksilver that Bumpy John was propositioned by Count Kordo on a plan to rake in money, and that Bumpy John was 'kill crazy'.
The following night Count Kordo and Bumpy John both planned their crime and called Ms. Van Gelt to tell her that Count Kordo would not be able to manage the ball in her manor the following night due to his nephew returning home wounded from the Coral Sea Battle. Kordo told Van Gelt he would persuade his nephew to be guest of honor at the ball, and disguised Bumpy John as his nephew to influence people to give them money out of sympathy for a refugee relief. Bumpy John left the ball and accompanied a pair of bank guards to the manor library to count the money. While one of the guards' back was turned Bumpy John revealed a sword in his peg leg and fatally stabbed him. When the other guard turned around Bumpy John fatally stabbed him as well, hid the money and threw rope out of the window to escape. However, he was interrupted by Quicksilver who used the rope to scale the building and attack Bumpy John. While the pair were fighting Count Kordo snuck up on Quicksilver and knocked him unconscious.
Bumpy John took Quicksilver to a secret room in the manor and tied him up, planning to kill the hero. When Bumpy John went to stab him Quicksilver dodged and took a display sword off the wall with his legs, starting a sword duel with Bumpy John. Quicksilver stabbed Bumpy John through the neck, used the sword to break the rope around his hands and left the body in the library with the guards for the police to find.
