There is something more happening on the Ingolstadt roadways than random thievery, I'm certain.

Burgermeister Gordon is an officer of the law active in Ingolstadt, Germany during the early 19th Century.
History
The road to Ingolstadt was notoriously dangerous for many years during his career, known as an ambush spot for murderous highwaymen. Bruce Wayne reported to Gordon after a highwayman nearly killed Julia Lavenza. Gordon revealed suspicions that a larger mastermind was behind the attacks, but was unable to act without evidence. The Bat-Man began terrorizing Ingolstadt shortly after, and Gordon confronted a mob with torches planning to attack the monster. The mob believed that Bruce Wayne was responsible for helping the monster kidnap Julia, but Gordon helped prove Wayne's innocence. He also discovered evidence pointing to local scientist Doctor Seltsam as the mastermind behind the highwaymen killings. Gordon lead the mob to Seltsam's laboratory which they found exploding in flames. Bruce Wayne and Julia escaped safely, revealing that Seltsam and the Bat-Man had perished inside.[1]
