Burton Newcomb was a former General in the United States Military, and a former head of Bureau 39.

History

Decades after his retirement, Burton was approached by reporters Lois Lane and Clark Kent for information on Bureau 39 and its new leader, Jason Trask. Newcomb reluctantly broke his vow of secrecy and told the reporters about the Bureau and its security systems, out of a severe disdain of Trask.
